Public consultation on shaping specialist provision for children and young people with Education, Health and Care Plans

At the Cabinet meeting on 10 September 2019, Members received the following report regarding the consultation on specialist provision for children and young people with Education, Health and Care Plans:

  • feedback from the consultation
  • a proposal for a new free special school in South Northamptonshire
  • an update on the number of places required identified in the report and preferred options for delivery identified in the consultations
  • a request for delegated authority to the Director of Children’s Services and the Cabinet member for Children's Services to develop schemes up to a value of £500,000 for each provision to enable the delivery of additional specialist places or enhancement of current provision in line with the findings of the report and consultations

A further report will be submitted for Cabinet’s information once individual schemes have been identified and agreed.

Overview

Increasing the capacity of authorities to make provision for children and young people with Education, Health and Care Plans has been supported by the Department of Education through a Capital Grant. The recently published Special Schools and Designated Units sufficiency report details the current provisions and identifies gaps in provision in and within districts and the numbers of young people who need to move outside their district to access special education.

This consultation provides the opportunity to shape the additional provision to be commissioned to ensure there is greater capacity in Northamptonshire to provide children and young people with an Education Health and Care Plan access to local specialist provision that meets their needs and supports them to be part of the community in which they live.

This consultation sets out the recommendations that have been made to increase provision in Northamptonshire and asks for your views on these.
